Under the prolonged depression, poverty conditions expand. However, the benefit of the social security service is reduced every year, and the people's life worries increase. So, we asked about the origin of the welfare state to overcome these blockade conditions. Employment is necessary for the poverty. Effective demand is the best for the employment, too. As for the social security, emphasis is put on the cost, and it doesn't take it into consideration from the economic effect. So, we propose that economic effect of the social security is superior to public works. Under "The Limit to Growth", the direction is made to change into the social security service from the over spending. It is suitable suggestion as a direction in future Japan.
