It is after the second world war that a system as a welfare state is prepared in Japan. After 1980yers, the principle of the social welfare has changed, then, it has been aimed building of the new principle. There are many keywords, universality, independence, participation, normalization, in such a trend. However it can't be welcomed simply as "exhibition", "evolution" of the social welfare in them. The object of the social welfare and the outline of the social welfare system are examined by this thesis through putting the backgrounds of the conversion of those principle.
