During an emergency disaster it seems that there are more people who a) cannot make it to a refuge under their own power or b) have extra special needs once at a refuge. Therefore, big problems associated withe the disaster measures of local governments which have appeared are keeping vulnerable people under control in each local government district and building the support system. The purpose of this study is to gather problems and examples of the local government emergency disaster measures. Thereafter, an ideal method concerned with the measures of local governments in realation to emergency disaster victims will be shown. There are many problems on the local government emergency disaster measures for people vulnerable to disasters. A problem has networking of an organization moving into action in a local, share the information of people vulnerable to disasters, transmission of disaster information, a refuge supporter. How to approach solving the problems mentioned above is an important subject. We must take into consideration the various factors, including geographical and social characteristic and the circumstances of community. We must plan for the protection against disasters according to the level of each local government, and with the cooperation of welfare and local activity groups.
