• The purpose of this study is to demonstrate the usefulness of policy studies to security issues. The first section of this paper presents the academic design of policy studies. Policy studies contains four academic concerns: i.e. inter-/multi-disciplinary undertakings, a bird's-eye-view approach toward interaction of various actors, a continuous examination of policy processes, and comprehensive evaluation of policies or political values. In the second and third parts of this article, three case studies concerning local security matters are examined. All cases are military exercises of naval forces in the Japanese coastal areas. To sum up the major characteristics of the case studies, it follows that the Japanese government can not establish a general consensus of security values among various actors. To make matters worse, a "paradox of security" is actualized, that is, the more the central government seeks security interest, the more local citizens feel insecurity. Nevertheless, local governments such as prefectures, governors, and governors' conference came to have a presence in the security field. They began to voice stiff protests, ask for exceptions, and fair representation, and then started to make policy proposals to the central government or to the interested agencies of the U.S. government against military exercises of naval forces. The implications of these case studies, which are discussed in the last chapter, are as follows. From these pieces of evidence, such a fact as "local initiative" or "emergence of local governments as an international actor" has become clear. It seems reasonable, therefore, to conclude that these movements, to say the least, can be characterized as a so-called "governance" concerning security agenda, with which an idea of "cooperative security" is connected. Consequently, it is required to promote successful collaboration or closer social solidarity between citizens, local governments, and the central government in order to realize the idea of cooperative security.
