The standard attributes of the effects of conflicts include implicit cooperation, boundary restoration and its maintenance, perceptual distortions, spontaneous mythmaking and, eventually, redistribution of resources. After Germany defeated, she was still in the battle of new internal-and international order. At the end of 1945, American and Russian opinion changed so fast and the dismantling process of Germany became complex. The UK's role in the reparation program from Potsdam onwards was subordinate to that of the USA and USSR because her economic and military power was ebbing away and the dependence on American aid was also apparent. France was more concentrate to the dreaded industrial potential of the Ruhr. However, the dismantling of the German war industries and the economic disarmament were united in agreements for "German issue" in Europe. Very early in the conference, successful leaders of the victors unified the reparation plan and restoration of Europe. They promised to create an identity of those interests between rules and policies of Germany in international relations. The attitude of the German government towards forced labourers (Zwangsarbeiter) after 1945 constituted a bad, complex pages in the young history of the Federal Republic of Germany. Although the "Stiftung Erinnerung, Verantwort und Zukunft" (Foundation Memory, Responsibility, Future 1999) was based on the certain demands of the industry and the authorities, -time, and judicial security-, the process of the promised conference on assessment of the quality and quantity of compensation was still in the large number of papers. Yet there had been a time, in the middle of the post-war cooperation of all the Allied Powers, they had entertained the view that Germany might joined in putting economic security and rebuilding of Europe by contributing reparations in goods and current production. But the reparations through Inter-Allied Reparation Agency (IARA) was not the whole story. Agreements on the post-war order mirrored the process of European recovery and the turning-point of the "cooperation". The existence of the economic and political vacuum was likely to mean the spread of Communism over Western Europe. However, the watershed of the "Cold War" emerged from disagreements: the recovery of German "force". The fading out of reparations and the promises of future German indicated the Inter-Allied disagreement. The subject of reparation and recovering have been intertwined with Germany's national identity and moral obligation. The World War II was not a single six-year conflict, followed a active phase separated by two decades of uneasy peace: the beginning of "cooperation" and the "Cold War". The episodes of the reparation of Germany, and Japan were attempted cooperation of construction of the values and agreements.
