This article is to analyze the feature of the state-owned enterprises in China during the planned economy period from the view of the work-unit (danwei) system. The work-unit (danwei) system, as a basic social structure built by the Communist Party in 1950's in order to achieve social integration, was a closed mini society with social, economical and political functions. During the planned economy period, the state-owned enterprises on one hand were in a monopolization position among all the economical organizations, on the other hand also had the political and social functions. That is why the state-owned enterprise became the typical form of the work-unit (danwei) system in China economy. The state-owned enterprise during the planned economy period was under strong control of the administrative organizations, which had production, management and the resources distribution in hand. As a matter of fact, the enterprise had become a unit of production and sales in the charge of administration and its right of management independence could not be guaranteed. Meanwhile, the Party Committee of the enterprise was greatly influential, not only on political field but also on enterprise management. It was the secretary of the Party Committee that was the real one who had a final say. Besides, the state-owned enterprises also ensured the life of its workers and staff members from cradle to tomb. The system above is the vital answer to the inefficiency of the state-owned enterprises. So, with the purpose of achieving the success of the reform of the state-owned enterprises, the reform of political system corresponding to the reform of economical system is really necessary.
