In the Kurushima Channel, the most difficult part of the Seto Inland Sea to navigate, it has become difficult to apply the present Cabinet Order for Navigation in Specified Water Areas under the present channel conditions, because of greatly increased traffic and the appearance of giant vessels. Therefore, in order that traffic may safely pass through the channel, we have separately considered fundamental policies and temporary measures. Fundamental policies, we feel, should require a large-scale construction making a one-way system using the Middle Channel exclusively for west-bound traffic and the Western Channel exclusiely for east-bound traffic (with certain conditions attached). Also the Miyanokubo Channel should be opened to small craft with an adjustment in the fishing rights in this channel. As temporary measures for immediate application, a revision of the Cabinet Order needs to be made, clarifying the navigation fairways using navigational marker-lights and taking measures to deal with vessels which do not comply with the regulations.
