This study takes up the Kinu River, a tributary of the Tone River that supplies drinking water to the Tokyo region, and Kinugawa Onsen, one of Japan's leading hot-spring spas, located in the river's upper basin, in order to make some proposals regarding the state of river basin management. The conclusion of this study can be summarized in the following three points : (1)Large-scale river repair performed during the Edo period gave the Kinu River its present form, and there is a strong relationship between the formation of Kinugawa Onsen and changes in the water environment of this river. (2)In the Kinu river basin, water quality has been gradually improved by sewer maintenance etc., and the Kinu and Kogai river basins are regarded as pioneering models of water environmental conservation in the Tochigi environmental conservation plan. (3)It is necessary to raise residents' consciousness regarding the Kinu River and to advance citizens' participation in water basin management through educational activities that familiarize them with the river and which pass on to our children memories of how beautiful it was in the past.
