The purposes of this study is to find what some confusion of evaluation among teachers, which are brought about a revision of the government course guidelines (1991), are caused by. As a result of these examinations, we can point out three causes by which teachers are confused on evaluation based on new concepts of attainment : 1 Invrsible attamment which means "interests, motivations, attitudes ability to think, judgement" and so on, is not included in learning contents. But it is possible for teachers to accept "invisible attainment" when they evaluate students. On this account, it is hard that teachers adjust their ideas of evaluation to learning goals, learning contents and evaluation. There is a divergence. 2 . It is hard for teachers to eliminate their subjectivity, because the government course guide-lines tell them to regard the evaluation of students' emotional states as important. But at the same time teachers are required to ensure objectivity when evaluating students. How can we balance these confusing demands ? 3 . It is necessary for teachers to evaluate emotional sides, but they should not rate students on the basis of it.
