The goal in this study is to identify the dominant implementing organization of China's "economic diplomacy". Since the introduction of the Reform and Open-door Policy in 1979, the goal of the Chinese government has changed to economic modernization, and thus, it is possible to point out that the Chinese government stresses economic factors on its various policies. Therefore, this study analyzes Chinese foreign policy from the aspect of "economic diplomacy". This paper consists of two parts: reviews of the concepts of "economic diplomacy" in the academic communities in Europe, North America, Japan and China: to point out the most dominant organization in the State Council during the bilateral Japan-PRC negotiations on China's accession to the WTO, by using a case study. The conclusion is that the main implementing organization is the Ministry of Foreign Trade and Economic Cooperation in the Chinese "economic diplomacy", which is implemented to achieve economic objectives rather than is adopted as economic methods.
