Privately operated companies, including businesses run by individuals, are developing rapidly under socialism in China. A major reason for this is that privately managed enterprises, which existed in the shadows as a supplementary force within the country's socialist market economy, were recognized as "key constituent elements" in September 1997 and ever since have held the same status as publicly owned enterprises. At the same time, the restructuring of state-owned enterprises has proceeded, generating a massive population of laid-off workers. The expectation has been that privately run businesses would evolve as a source of jobs for the unemployed. While the operating environment of private enterprises was for a long time characterized by discrimination in terms of laws, financing, and so forth, improvement with respect to such unfavorable conditions accompanied the elevation of their status. A series of moves on the legal front has granted protection to these companies, and the volume of loans extended to them by the state-run banking system has expanded. The climate in which these businesses operate got a further boost when they were given the right to engage in foreign trade in January 1999. Such improvements in the operating environment of privately run businesses have encouraged a new openness among many companies that had masqueraded as publicly owned enterprises. As a result, the ranks of privately run operations will expand with increasing momentum.
