This paper constitutes Part I of a research entitled "Evaluation of Knowledge in Social Studies". I intend to continue the research under the following titles: "The structure of the developing knowledge and points of view for its evaluation". "The evaluction of the developing knowledge". This paper consists of the following parts: 1) Introduction-a practical meaning of the theme- 2) Trunsfer-theory and its problems 3) The intrinsic power causing the transfer 4) The meaning of the conception of "development" The purpose and the result of this study is as follows: We find a serious confusion in the school practice of Social Studies in Japan. Especially adhesion to the preparing for examination yields the tendency of knowledge-pouring. I inquired into the desirable evaluation of knowledge as one way of solving the situation now to be questioned. Transfer-theory and structure-theory have given an impact to the school practice in Japan. But the main spheres of this research are the transfer between the resemblance-structures in the materials. So, we have various problems in introducing it into the Social Studies Education that has many complex contents. We have the feeling that the problem is rather the continuity of learning than the transfer of it in the situation of the school practice. So I inquired into the power causing the transfer and tried to clear the inner relation between something transferable and something transferred. And I found that the power is the need for knowledge brought about by the inner relation that consists in the balance between the inner relation in the social facts and the relation found in the consciousness and cognition of children. I called it "the intrinsic power".
