In Japan, to-day, the conception of "Community" in the field of education is ambiguous. Since the World War II, we've learned new idea of community school and not a few educators tried to discover the relations between school and community. But our society, in its historical and geographical point of view, is not all in the same condition as other country, and so, it is difficult to decide the community area or relations from one to another by foreign idea or procedure only. The distinctive features of Japanese community are these: 1) the population is so many all over the country, 2) interactions from one community to other community are complicated in many fields of human life, 3) domestic governmental boundaries have sometimes changed in these 400 years, 4) there is a tendency that the consciousness of people is willing to accept the ruler's own discretion, and people don't think of it their duty to organize good community by themselves, 5) people see educational function as the benefaction given by their authorities. Thus, it is intended in this articles to research the relation between the traditional idea on community and the new community education movement and also to find the problems inherent to them, and then, to examine a several positive illustrations. Comperative study is being adopted in the field of community organization, national planning and so on that is undeveloped in Japan, for the purpose of social welfare, in the procedure of this research operation. Our aim of this study is to establish the whole community education program. Its detail shall be reported in Part II (the next volume).
