CR(Cognitive Radio) is known the technology that can make possible more intensive and efficient spectrum use through spatial and temporal utilization. In the context of Inter-Base Station Networks(i.e., mesh networks) which consist of heterogeneous multi-radio interfaces, each base station selects each radio interface and channel adaptively in order to take full advantage of all multiple heterogeneous interfaces. In this paper, we have addressed two issues related to Radio Resource Management to offer dynamic multi-radio selection and high spectrum utilization, 1) fairness problem; 2) the impact of local route selection. After the proposal of fairness protocol, some approach and its overhead analysis have shown to cope with the impact of local route selection.
