In this paper, we show one approach to increase the utility for non-real-time applications, especially for non-real-time video watching. Due to mobile data traffic explosion, it is hard to keep service quality for user-generated video sharing services. In addition, cellular operators can add base stations in the heavy loaded area, or overlay the up-to-date wireless systems, such as LTE, etc, but these solutions requires investment cost. In order to keep service qualities for user-generated video sharing services under exploding data volume, the recommended items among user-generated video contents are pre-downloaded through spatial and temporal radio resource in cognitive networks. At first, since videos are downloaded in advance, service delay until video start is decreased, pause time during video playback is eliminated, and consequently the utility for non-real-time applications is increased. Secondly, since the pre-download contents are the recommended videos, the traffic volume of pre-download can be reduced. Thirdly, during pre-downloading process, two conditions are included for user-generated video sharing services, under the spatial and temporal resource conditions: recommendation condition and user condition. By monitoring these three conditions, the unnecessary pre-download of video contents can be eliminated. The system architecture, components, condition monitoring, and pre-downloading scheme are presented.
