Future networks as evolving networks, are under study in various organizations. In cognitive radio, cognitive approach is applied to PHY and MAC layers, in order to fully utilize the limited radio resource. Recently, the target area is beyond radio access domain, and cognitive networks extend the scope to radio access networks and core networks, where the end-to-end performance is improved by cognitive layer. This paper defines cogntive networks as evloving and proactive networks. Tehcnical issues and frameworks are presented to realize "cognitive-to-autonomic networks".
