The economic systems in rural China have been being changed drastically since the Third Plenary Session of the Eleventh Central Committee of the Chiness Communist Party in 1987. The family contract responsibility system which links remuneration with output has become the main form of agricultural production. The farm land, though the ownership of which still belongs to the collective, has been divided among the households with other means of production, such as, oxen for plowing and small farm-machines. Under this contract system, individual households are allowed to manage production on their own initiative ; and after fulfilling the contract, they are free to sell the surplus portion of their products on the market. The agricultural productivity thus increased markedly in the first half of the 1980s. However, as the contract system brought about small and scattering landholdings preventing farm households from making good use of farm machineries, the agricultural output came to be stagnant in the mid-1980s. To solve this problem, the Government authorities consider it necessary to have some regulations which encourage form households to increase soil fertility. The authorities also laid great emphasis on the need to concentrate farm land in the hands of capable tillers, and hence it was intended to promote transfer of the contract through consultations. But consequently in the near future China will be confronted with another important problem how to fix the peasants' rights on the contract-lands.
