In Kagoshima City where its average gain is lower than that in any other city, the average land value for house is at high level. The purpose of this paper is to approach the price-mechanism of land on the low average gain-zone. Generally, the land-value starts from zero-level of marginal land situated most distant from the center of the city. While Kagoshima City is surrounded by table lands. So in Kagoshima City the marginal land for house-building comes to be a main factor in increasing the cost of construction. While, in accordance with the rising of the value of marginal land, the previously developped land naturally increases its own value. So, most of the land-owners become disgusted with delivering their land at the present cheap value. The common sense of concerning the relation-ship can be summarized briefly as in the following. Starting from zero level, increases in land value produce sustainable supply which increases at a decreasing rate. Paradoxically further rising of land-value actually reduces the total quantity has two courses : (1) the increase of high buildings-the economic relations that underlying the land utilization being a function of land values. (2) the expansion of marginal land-a sort of sprawling utilization. Increase in the average land-value is, actually, to be bought forth through these two courses.
