Bi-polar co-ordinates are applied to analyze Stokes flows around two circular cylinders. The existing Jeffery's solution in the co-ordinates is actually applicable only to a restricted class of flows in which the resultant force acting on the obstacles vanishes identically. The origin of the underlying mathematical difficulty is revealed, and the solution is modified so that we could analyze any Stokes flow around two circular cylinders. The method of solution is illustrated through the analysis of the exampled Stokes flows which are generated by rigid-body motions of the obstacles in an otherwise stationary infinite fluid. It is found that the non-zero resultant force on the obstacles can be calculated in terms of the rigid-body motion which is inevitably derived from Jeffery's solution at infinity.
