From among the quasi-national parks in Osaka Prefecture, this research takes as its subject three regions with dissimilar physical characteristics. The three regions covered, each of which has a different standpoint with regard to nature, is evaluated, and their characteristics of human behaviors in the form of usage are described. The aim of this research is to encourage the orientation of quasi-national park facilities as sites for environmental education. The results make clear that usage of quasi-national parks is shifting from mere outdoor recreation towards learning with a consciousness of the natural environment of the site in question. In addition, the orientation of facilities in quasi-national parks should be based on preservation and fostering of the natural environment. It is evident that in order to realize their full potential, the provision of information, such as commentary and guidance on the natural environment of each park, is essential. It is also felt that on the human level, the formation and enhancement of networks linking naturalists is important.
