Since the end of Edo period, Japanese have been very interested in learning English. About 150 years has passed and it is still true that so many Japanese, including seniors and little children alike, try to study the language, and give it up. In this paper, I would like to consider the view of Inazou Nitobe(1872-1933), who is counted as among the greatest expert users of the English language in Japan and worked for the League of Nations as a Secretary-General of Deputies, on English learning for Japanese people. In 1929, Nitobe wrote the article 'The Use and Study of Foreign Language in Japan' in the series of "Intellectual Life in Various Countries" published by the League of Nations. In the article, Nitobe argues for the linguistic inaptitude of Japanese race. He suggests the lack of Japanese "debonair deportmant" in the learning and speaking of English. What dose "debonair deportment" mean? I would like to focuse especially on these words, and discuss his points of view on English learning in Japan by the Japanese.
