Since the end of '80s, the Japanese mental health services have begun to transform with a regrettable delay, in comparison with the progress in western highly developed countries. Following several scandals of psychiatric hospitals and acute criticism by the Committee of UN, the Japanese government was obliged to reform the mental health service policy in regard of human rights in 1987. Subsequently, several reforms of the Law of Mental Health and Welfare and "The Government Action Plans for Persons with Disabilities" have been made, and people with psychiatric problems have been legally included in the flame of "Handicapped" and have become receivers of social services since 1993. The author overviewed the recent progress in Japanese mental health services, and critically pointed out, with some concerns, that the universal trend of Americanization, especially in the economic aspect as well as in the field of psychiatry itself, may shadow the near future of Japanese mental health services. Fulfillment of the Action Plan must be indispensable, of course, and it is not exaggerated to declare that the role of psychiatric social workers has a key importance for the favorable function of the Japanese mental health services.
