A variety of phenomena are coped with rides : nuclear reactors, increased environmental and health concerns involving genetically modification, BSE, agricultural chemicals and chemical pollutions, risks in economic arena such as business management, finance and insurance, prevention and consequences concerning crime, social basic choice in science and technology, security problems centering on terrorism and war and world risks related to the world public. Meanwhile, current risk communication is considered as an interactive process in discussion on concerns about health, safety, security or the environment, through introspection of one way communication corresponding to progress of the civil society. Today's environment for risk communication is complex. At the same time it is being perceived in a link of the new public. The contemporary risk communication provides the essential links between risk analysis, risk management, and the public. It is required to intensify risk communication to enhance understanding stakeholders' diversified perceptions and insights in order to facilitate integration of values and assumptions, technical information and decisions through reconciliation of differing perceptions and benefits under a concept of building the new public sphere.
