The civil consciousness regarding environmental conservation has been penetrated to an extent exceeding progress in policy expertise. The concept of sustainable development must imply quality of life that is not simply represented by income, value of the environment and long-term equity over future generations. There were fewer dimensions of symbiosis with nature, human community and essential value of movements in previous urban planning. Given the acceleration of the aging population, it is now necessary to pursue holistic approaches to minimization of resource requirements, emissions, and production of wastes through integration with information systems. It is argued that a design concept should be constructed to green the compact city to restrain inefficient sprawl. This paper is an introspection on conventional urban planning, the trend of increasing energy consumption centering on movements, perspectives for the compact city, total urban greening system including cascade energy use and information network systems to integrate these components with public decision making supports.
