The decline of central urban areas in many small and medium-sized cities has been progressing in Japan since 1980s. Such trend is shown in a declining business activity, a shrinking population and an aging in central urban areas. In 1998, the Government began the systematic policy aiming to revitalize central urban areas by the enactment of new law on this problem. Many local governments which have declining central urban area are making the basic plan for revitalization of such area to receive various supports from central government by this policy. The project for revitalization in central urban areas is put into practice by local government or private sector and consists of two departments. One is the improvement of urban area, for instance, the adjustment of town-lots, construction of roads for pedestrian and so forth. The other is revitalization of commerce and service industry, e.g., reuse of closed stores, building of shared institutions for shopping district and support to entrepreneur. In Gifu Prefecture, eleven cities out of fourteen drew up the basic plan for revitalization in central urban areas and laid down the revitalization area where above-mentioned projects are put into practice. Spatial vision about the improvement of public facilities and network inside the revitalization area reflects a characteristics of each city's internal structure. These visions of eleven cities are classified into four groups as follows: I (Ogaki and Kani) : These cities have two important spots for revitalizing enterprises, and each is the important spot of the whole revitalization area. II (Nakatsugawa, Mizunami and Minokamo) : In these cities, revitalizing enterprises are concentrated in only one priority place, which is close to the railway station. III (Ena, Toki and Hashima) : In these cities, revitalizing enterprises are not concentrated in one or two places. Many small-scale linear priority places are located in revitalization area of each city. IV (Gifu, Takayama and Tajimi) : Revitalization area of each city is divided into several zones. These zones have different property each other and each zone contains an important spot which is suitable for characteristics of zone.
