In the previous paper, I examined the universal features of the social and health services provided by the municipalities in Finnish welfare states. The study also discussed the perspectives of the services in the rapidly ageing society. The purpose of this article is to take a close look at the income security systems of Finland, which with social and health services, are a pillar of the social security. In this study special attention is paid to the pension systems, the most important forms of income transfer. In Finland, all the citizens are entitled to a national pension, thus minimum income security is guaranteed to every citizen. The Finnish earnings-related pension system has just undergone the most radical changes in its history. The reform took effect as of 1.1.2005, the aim of which is to meet the challenges of an ageing society, creating incentives for people to continue working until the age of 63 and over. The universal income transfer systems are, according to the public surveys conducted supported by the majority of the Finnish people.
