For analyzing the long tail of a spectral response curve of a Cs-Sb-type photocathode, we propose that the Cs-Sb-type photocathode is conveniently interpreted on the basis of an amorphous semiconductor like concept. 1) In a spectral response of photoemission, a gentle exponential tail exists in the long-wavelength region. It is possible to explain this phenomenon by the existence of interband states. 2) At low temperatures, the electrical resistivity has a temperature dependence of T^<-1/4>. This behavior implies that the cathode film has an amorphous-type conductivity: i.e., variable-range hopping conduction. This is futher evidence of the amorphous like interband states which limit the photoemission.
