In optical passive double star systems, each OLT in the central office is connected to multiple ONUs in the cus tomers' premises via an optical passive splitter and fibers. The ONUs share the capacity of the fiber from the splitter to the OLT, and downstream signals are broadcast from the OLT to the ONUs. Thus, the system must have a mechanism that ensures privacy and security. This paper clarifies conditions specific in such systems and proposes a cipher for downstream data transmission that meets the system conditions. The proposed cipher is based on a conventional stream cipher that is robust against line bit errors and can be simply implemented. The proposed cipher uses upstream data as the key stream, and this enhances its resistance against attacks and also allows for small implementation size.
