In relation to appraisal for flood disasters in the river basins, meteorologically statistical methods are actually applied for the several rivers of the Eastern Japan. Particularly, a new generalized functional model is proposed to appraise and predict the flood disaster with its numerical examples. This model has a rather high accuracy because both the possible quantitative and qualitative factors are to be taken into consideration.
