In these years, "speed-based management" has been widely discussed in the business and industrial sector. In the stages of the "speed-based-management, " "supply-chain management (SCM)" realized with the information technology (IT), has a great impact on the competitive companies in the sector. In most cases, however, introduction to the new system does not promise the prospected results. The initial goal has not been always achieved due to the organizational sectionalism, the old customs and behaviors, and the quick change in products demand. We would like to propose the concept of "time-focused (TF) engineering management" in the methodology. Without it, the SCM might not be promoted effectively. We would also like to present the concept of "time-breakthrough strategy" as a tool strategy for TF engineering management. The presentation has been made possible through the experiences accumulated in the consultation for the automobile-parts companies.
