The hysteresis.and rnultiple-steady states of gas discharge Pl21Sl112lL are analyzed by a sinaplemodel of chemical-reaction system. In our analysis the etnergence of naultiple-steady states isexplained by tnsing a fact that a function describing the energy balance has three di[erent realroots. The condition that the function has three roots depends on the ratio of' the btzlk energyincre?rse to the svrrface energy loss of plasma. The criterion of taking place of the junap betweentwo steady states is examined in a similar IIl21IlIlClI to order-disorder transition. The criticalpararneter contains the non-thernaodyn?tmic variables strch ;ts condtrctivity and surface qtrantities. Stabilities of three obtained solutions are discussed by trsing linear analysis of differentialeqtrations and we find that a root represents a saddle point and other two roots represent stablepoints. The first step to explain the hysteresis phenotnenon in Ar gas discharge plasma is f'ound,
