A solution with cylindrical symmetry for the time-independent two-dixttensionalVlasov equation is given numerically. It is demonstrated that, by adding ajcpropriatenumbers of particles trapped in potential-e?aergy troughs, which are created by beamparticles with definite angular momeuata, varieties of localized vortical solutions canbe constructed. There are an electron density hole and an ion density ltole in the cen-tral region. Around these holes, electrons a?ad Tons are distributed on rings in tlae con-figuration space.Vlasov equation, Bernstein-Greene-Kruskal solution, B-spline method
