For the relative cliffusion of a pair particles in turbulent flow, the mechanism inleading to Richardson's four-third law is studied autalytically and nunaerically by us-ing the effective Hamiltonian method. Vx'ith this anal)'sis, iua connection xvitla tlteKolmogorov's spectrum and t1?e scaling law, it is shccxvua tlaat the main contribution tothe Richardsoua's law comes from a relatively small region of the inertial range, andthere is a considerably large contribution from 1110 vortexes w1?ose diameters arelarger tlaan tlae relative distance between a pair of p;trticles. It is also reported that tlaerange of Richardson's law in the smaller scales in the turbulence witla a multi-rangespectrum is extended toward large scales beyond a typical length in the smaller scales.IRichardson's four-thirds law, turbulevat flow,the effective Hamiltonian method, l1 relative diffusion.l
