The low-energy umolecule-naolecule collisions are studied eta the basis of tlteperturbed rotational state (PRS) functions, which are defined for the systeuta of twopolar molecules interacting with each other by the<lipole-dipole ixvteraction. Bymaking use of the PRS functions as a basis set, a se?aaic]assical iutapact-paranaetercalculation is carr'ied out to deternaine rotational tr;tnsitiota probabilities in HF-IF collisions. It is deutaonstrated that a near-resonautt rotation-to-rotation emaergytra?tsfer has a large probability aucd the relevant cross section is deterrrtinedpredomiuaantly by the long-range dipole-dipole force, and that the suna of tlvequantunt numbers 777 (projections of the rotatioutal angular zmomenta) of twopolar ?avo]ecu]es is fil<ely to be conserved.
