Based on recent experiuaaental evidences that the electronic charge degrees of freedona play anessential role in the spin-Peierls -like phase transition of NaVzO5, we first utaake the uaaapping of'low-energy electronic states of the cl - p uaaodel f'or NaV3O5 to the qtuarter-filled t - J ladderwith anisotropic parameter valtres between legs ?tnd ILlIlgS, and then show that this anisotropict - J latdder is in the ]VIott instrlating state, the lowest-energy states of which can be taaodeled bythe antiferroraaagnetic Heisenberg chain with the efl'ective exchange interaction J.? xvhose valtreis consistent with experiunental estiuttates. NVe f'trrtheruaaore exauaaine the coupling between theladders as the trellis lattice tnodel ?tnd shoxv that the neatrest-neighbor Cotrlouaab repulsion on thezigzag-chain bonds can lead to the instability in the charge degrees of freedom of' the ladders.
