Stability of surface electrons on thin helium films adsorbed on solid neon isdiscussed both theoretically and experimentally. A new type of "bubble" electronwhich is formed at the interface of liquid helium film and solid neon is examinedtogether with the surface electron. It is shown that the surface electron is definitelystable in pressing electric fields below a critical value which depends on thehelium film thickness. An experiment demonstrating the recovery of surfaceelectrons from the bubble states is given.
