The model which describes essential aspects of three successive structuralphase transitions in TTF-TCNQ is introduced. The effects on the dyrxamicalproperties of the system caused by the three dimensional ordering is studiedbased on the rnodel. Energy spectra of excitatiotas, conductivities and dielectricconstants in low temperature ordered phases a?'e calculated. It is shown thatconductivities and dielcetric constants are determined by the optical phase modeswhose gap energies ("pinning energies") reflect structural details of the orderedphases; the dc conductivity becomes zero even in the absence of impurity etc.,and below the third transition temperature large>microwave dielectric constantis obtained with anomalous behavior as experimentally reported.
