A quasi-static theory on the plasma polarization shift is developed by using the self-consistent field method. When the plasma-electron density is low and its temperature is high, the result obtained by this theory is proved to be identical with that of the monopole-interaction approximation in the impact theory. It is shown that the isolated spectral line receives red shift. This is contrary to results of the previous authors, but is confirmed by the energy levels of the previous authors, but is confirmed by the energy levels of the screened Coulomb potential computed by Rogers et al. The evaluation is made for a spectral line (4s-4p) of CaII, as an example.
