Magnetoplasma excitations in Voigt configuration are investigated by means of normal mode analysis. It is proved that the dynamical self-consistent field approximation is equivalent to RPA plus replacing the double integral appeared in the Coulomb interaction with the product of two single integrals with an appropriate factor. The expressions for the photon strengths, for the f-sum and for the dynamical from factors are derived by the use of the normal mode operators. When the cyclotron frequency is of the same order of magnitude as the plasma frequency realizable in highly doped semiconductors, several interesting features are found in excitation spectra. Contributions to the f-sum, to the photon strength, and to the dynamical from factor from each of the normal modes are numerically calculated.
