Today, Turkey is considered to be at a turning point in her industrialization. In particular, the international environment surrounding Turkey has been changing favorably, promoting economic growth. While the Gulf Crisis provided a test for Turkey, it also publicized the maturity of her democratic institutions. The break-up of the Soviet Union means not only that the military threat to Turkey's security has been removed, but also that a new market opportunity has been presented. In addition, Turkey has been an associate member of EC since 1954 and will enter into a Custom Union with EC by 1995. In spite of this favorable international environment, Turkey has been facing chronic high inflation and a structural trade deficit, both of which have been hindering her economic growth. The purpose of this paper is to study this international background and to show how the various factors hinder stable economic growth in Turkey.
