Under the postulate that the present form of matter is a consequence of the evolution and therefoire the laws of phuysics are dictated by the dstructure of the uniberse, arguments for this idea ate presented,. A number of fundamental physical constants are correlated with cosmological constants. In particular, physical constants important in atomic physics, such as the unit electric charge, Planck's constant and the weak coupling constant, are expressed by combinations of the cosmic radius and the total numbers of particles in the universe.
