Collective Fluctuations of the Order Parameter in Superconducting Surface Sheath

Taking into accout the effect of the collective fluctuations of the order parameter in surface sheath region of dirty superconductors, we calculate the electromagnetic response to micro waves. The complex conductivity is found strongly anisotropic, owing to these fluctuations, depending on the direction of the polarization vector of the micro wave to the static magnetic field.
