It is suggested that the inelastic amplitudes which generate the imaginary parts of the elastic scattering amplitudes have an additivity property, instead of the quark counting additivity assumed for the elastic scattering amplitudes. It is shown that the resulting sum rules are consistent with the experimental data. The present approach gives consistent results on the observed correlation between the total cross sections and the slopes of elastic cross sections.
