Using the many-body description of α-like four-body modes originated by Marumori and Suzuki, a new theory for treating the famous low lying 1/2^- state in ^<19>F and the 3/2^+ state in ^<43>Sc is proposed. These states are considered to consist of an α-like four-body mode and a single-hole mode. Starting from the shell-model Hamiltonian with a general two-body interaction, the effective interaction between the α-like four-body mode and the single-hole mode is derived. It is shown that, due to ground-state correlations (responsible for the α-like four-body mode), the effective interaction is weakened, compared with the interaction estimated by a standard shell-model calculation (without ground-state correlations). This fact strongly supports the basic conjecture of the "weak coupling model of particles and holes in the sd shell nuclei" proposed by Arima, Horiuchi and Sebe, and also supports a phenomenological model proposed by the Hokkaido-group in which the importance of the α-particle mode is explicitly displayed.
