It is pointed out that Nambu's mass formula is obtainable from the radiationless condition for orbiting rigid extended charge distributions. In view of the fact that not all particles abeying Nambu's formula are realized in nature, a model of elementary particles is suggested in which existing long-lived particles are volume or surface distributions of electric and generalized (hyper, baryonic, etc.) charge-currents which do not radiate associated field quanta while undergoing small oscillatory motions under the action of no external forces. The additional requirement for the vanishing of the radiation of field quanta from oscillating generalized charge distributions is postulated in a form which relates mass spacings of baryons to strong interaction coupling constants. The problem of the constancy of the mass spectrum of elementary particles is discussed from cosmological viewpoints. It seems that the constancy of the mass spectrum is guaranteed by the laws of conservation of energy and of total charge in the universe.
