We present a detailed account of a search for the explanation of anomalously small 3d shifts and widths in heavy pionic atoms. Although no plausible microscopic reason has been yet found for the small widths, we clarify limitations and constraints that pion-nucleus optical potential must satisfy in order to describe consistently pionic atom data including the anomalous ones.
