If the neutral particle with a mass of 17keV found by Simpson is identified with one of the neutrinos of the Majorana type, strong constraints are derived on the neutrino mass matrix from existing experiments on neutrinoless double beta decays and neutrino oscillations. In particular we found that m_ν_μ≃ (180-250) keV with sin^22θ_<ν_eν_μ> ≃ 0.002-0.003. The presence of the second-generation right-handed neutrino is also predicted at around the mass of M〜50 GeV with the aid of the seesaw mechanism.
