The isotropic distribution of cosmic γ-ray bursts and the burst structure on time scales as short as 0.1 sec, which implies a source size ≲ 3×10^9 cm, strongly suggests a local origin. From this point of view the episodic accretion of gas onto a neutron star is examined. The entire treatment applies to the spherically symmetric and non-relativistic case. The model of this type can account qualitatively for observed features of cosmic γ-ray bursts. In order to obtain a burst of its maximum flux 〜10^<37> erg/sec, we should assume a magnetic neutron star with the surface field 〜10^<12> gauss.
