The behavior of the S-wave π-π scattering phase shifts at low energies is investigated in terms of the forward dispersion relations. Our main conclusions are: (1) The experimental data of Walker et al. give a set of values a_0≈0.26 m_<π-1> and a_2≈-0.07 m_<π-1> with a_c/a_2≈-7/2 as one possible solution. (2) They support the existence of a zero below threshold in the I=0 S-wave amplitude.
