It is shown that a measurement of the p-p scattering parameters at very small angles and angles close to π where coulomb interference is important will directly determine the coefficients of the scattering matrix. Since the coefficients are known functions of the phase shifts, such measurements may rule out some of the phase shift solutions and may provide a unique set of phase shifts.
